Where does Google Home routines get executed from and why are there limitations?

Hello, i got a couple of questions regarding Google Home routines. I read that they're stored in the cloud, so that answers one question.

 

1. Now, if my phone is off, will household routines still run? What about personal routines?

2. If the answer to the 1st question is no, can Google Home routines run out of a nest device that's permanently on? So if my phone looses service, everything will still work.

3. Why are some actions, like "delay start" only available when I pick to run of my phone and not off the household routine section?

4. There's an option at the very bottom that says "start your routines on" and the only option is "this device", can someone explain this option.

Hi Jake, I've read that article and it doesn't really answer any of my questions. It talks about routines, but not the source of the event.
