I'm trying at add my son to a new Google nest hub but when I get to the add device page it tells me to connect to the WiFi.
I am connected to the WiFi.

I don't know anything about "Family Link" but you share access to Google Nest devices by sharing access to your Google Nest "home", not by trying to install the Google Nest device in the Google Home app on that family member's phone. See this Help topic:

Unfortunately, Google Nest does not provide much variation on levels of access.
However, if you are participating in the beta "Public Preview" version of the Google Home app (we are NOT), there they are trying out different levels of access:

Thanks for the thought, but I don't have the nest app.
I'm trying to add my son to his nest in the same way I added my daughter to her nest; via the family link. It worked for her but not for him.

Ah, sorry. Are you getting the same error whether you try the setup from the Google Home app on your phone or tablet OR from the Google Home app on your son's phone or tablet OR when using Google Assistant on your son's phone or tablet?
If so, and if you can't see any issues in how you are accessing your Wi-Fi you could try contacting Support:
1. Go to https://support.google.com/googlenest/gethelp.
2. Select a category/product family, and type in a brief description of the issue, then click "Next".
3. Click "Other", then click "Next step".
4. Under "Resources", just click "Next step". (Clicking one of the listed links will bring up a Help page.)
5. Under "Contact options", choose to get a phone call or chat with the team, depending on availability in your country.
