Add ability to grant view-only access to Nest cameras

As noted by Don H last October, there is currently no way to grant someone access to your Google home without giving them full control.

Google team:

• yes, I still need help with this issue
• please file a ticket / +1 an existing ticket to indicate additional demand for this feature
