I installed a new Nestcam indoor/outdoor which is running on battery. Why would the app (on Android) show the camera status as live but the web site (home.google.com) show the same camera status as idle with no picture? And if/when this camera actually IS idle, does it still detect motion and record video when it does?

When running on battery power, the battery camera is normally "Idle". When you check the camera in the Google Home app, Google Nest wakes up the camera and changes it to "Live". I don't know why the home.google.com website doesn't wake up the camera and change it to "Live". When in "Idle" status, the camera is still supposed to wake up and record events, but our experience is that when running on battery power the camera is not very good at waking up. (We've had a battery camera plugged in with the optional power cable for over 3 years.)
And in the Firefox browser when initially visiting the home.google.com website, ALL of our 1st and 2nd gen cameras and doorbells are FALSELY reported as "Idle" when they are all actually "Live". I've reported this defect in feedback and in this forum 7 months ago, but it has not been fixed.

MPLS, thanks for the feedback. The behavior you're seeing in Firefox is what I'm seeing in Edge as well. I look at the same camera at the same time, and the app shows it live but the website shows it idle.
I guess this battery powered option is not for me, looks like I'll be drilling a hole in the wall to run power to this thing so it (hopefully) works as it should.
