Camera without internet

I am interested in buying a nest camera, but it will be in a location where internet is not available.  Can I connect the camera to my phone internet package?

I think it is technically possible to connect a Google Nest camera to your phone's hotspot, but I think you probably won't have enough bandwidth for it to stream and record properly, the video data will use up your cellular data, and the camera will be offline whenever your phone is not within close Wi-Fi range of your camera.
