My doorbell chime is buzzing. When I took the cover off one of the chime boxes is bouncing constantly and making a bouncing and bussing noise. I just built my home and the electrician says I need a new door bell not a chime but I am not sure if it’s just getting to much power to the chime? Is there something I could try before replacing my doorbell.

I think if your chime is buzzing, you're getting some current running through your chime when it shouldn't be. This could be caused by incorrect wiring of your chime connector, or your transformer, or a faulty chime connector, or even a faulty doorbell.
You can check the wiring for your Nest Hello Doorbell here: https://www.googlenestcommunity.com/t5/Cameras-and-Doorbells/Doorbell-wiring/m-p/458088. I'm assuming you have a 1st gen Nest Hello because you make reference to the Google Nest app.
Many of us have upgraded to a 16V 30VA transformer to get your 1st gen and 2nd gen Google Nest doorbells to work correctly.
If neither of these is the issue, you could try contacting Support about a faulty chime connector or faulty doorbell. I don't know what they'll say, since they're not selling the Nest Hello Doorbell anymore:
1. Go to https://support.google.com/googlenest/gethelp.
2. Select a category/product family, and type in a brief description of the issue, then click "Next".
3. Click "Other", then click "Next step".
4. Under "Resources", just click "Next step". (Clicking one of the listed links will bring up a Help page page.)
5. Under "Contact options", choose to get a phone call or chat with the team, depending on availability in your country.

Is your doorbell transformer within Google Nest's requirements (https://support.google.com/googlenest/answer/9247132)? Some of us have upgraded to a 16C 30VA transformer to get our Nest Doorbells to work.
Is your chime puck wired correctly (https://support.google.com/googlenest/answer/12153643)? If you have more than one doorbell chime, Google Nest does not provide a sample diagram for the 2nd gen doorbell, but maybe you can figure out what to do from the 2-chime diagram for the 1st gen Nest Hello doorbell below. How you wire it depends on whether your chimes are wired serially or in parallel; the sample diagram shows them wired serially.

I have exactly the same problem. It was installed by a professional, wired correctly, using the provided white chime puck, with a 16-24 V AC, 10-40 VA transformer. I've checked the settings on the Nest app to make sure it's not set to electronic chime. I've also tried resetting it completely. The thing still lets off a buzz from the chime box.
I'm pretty fed up to be honest. The doorbell and camera itself is great but the basic installation doesn't work and has been nothing but trouble. The compatible chime and wiring should all be provided to avoid this.
