The previous owner first needs to remove the camera from their Google Nest app or Google Home app"

Then you can do a factory reset:

Then, if all goes well, you can install the camera in the Google Nest app or Google Home app, depending on which camera you have

What if the previous owner died? There may be no way to get it removed from their account. Does this mean that the camera is now worthless?

You would need to contact Google Nest Support for a definitive answer. They say: "If you bought this camera new or can’t get the previous owner to remove the camera from their account, return it to the seller for a refund or exchange it for another. Let the seller know that your product is already connected to someone else’s account and it can’t be set up." (https://support.google.com/googlenest/answer/9249728?hl=en).
