Is 2nd generation wired nest key is wired nest Cam will not connect to new router

• I switched out my modem router. My 2nd generation nest Cam was working fine previously. I have deleted the camera from Google home in an attempt to re set.  I have also attempted to factory reset the camera.  I continue to get the message  To verify that my nest Cam is on and connected to the same Wi-Fi network.  I have followed instructions in the forum and the Google website but it is not resetting or connecting.  When I try a factory reset the light continues to be green it does not turn white or blue.
