Nest Cam Outdoor - unable to add camera after WiFi outage

My wifi went down last week, I didn’t realise so when I got a notification that the camera was offline, I deleted the camera from my Nest app as I though it needed a reset.

Since then I have been unable to add the camera back to my Nest app.  I have unplugged the camera for a while and powered it back up, the camera has a ‘pulsing’ blue light which seems to suggest that it’s waiting for a WiFi connection but every time I try it does not connect…the latest error that I get is NC023.  This suggests it’s a Bluetooth error, but my phone’s bluetooth’s connection is on and working.

I have noticed one solution is to somehow connect it to my PC but the camera is installed and attached to the outside wall, which makes it impossible to do this.  

What can I do?

Don't know if first person still needs help but I am having similar issue. Internet went out and when it came back have had issue with camera reconnecting. I have now updated my wifi to Google but getting same error code trying to get it installed again. Nc023 when app is trying to connect to the camera for set up.

Hey - this happened to me too.  Installed a second NEST wired doorbell - worked fine then, poof, disappeared.   Can’t ‘connect’ and same NC023 error

This is how I solved it. I rang Google customer care however what I hadn’t realised is that you have to be quite close to the camera with the device when adding it. The Bluetooth connection needs to find the device and the camera. I was trying it to far away from the camera but once I got super close then it connected fine
