Happened to me. I purchase the nest doorbell but took it offline pending my new door. I had set it up and ready to go. Once I tried to connect the nest outdoor cam, I ran into the same issue as you. As soon as I connected the nest doorbell camera, only then was I able to add a new camera. Hope this helps.
