Nest Wired Doorbell NC023

Hi, 

My Nest Doorbell (wired) has stopped working after around 4 years. 

I have attempted to reset the device but it made no difference, so then carried out the factory reset. 

The app can now not find the camera. The power works on the device but it can't seem to connect via bluetooth so it can't complete the set up. Have tried numerous times both wired to the chime and to an external power source, as well as my laptop. 

The error number I am getting is NC023, which I have seen on a number of posts is a common issue. 

Any advice please?

I've tried all of this already and it hasn't worked. I can't connect the doorbell to my phone, when I scan the QR code it looks for the camera but can't find it.
