Nest doorbell (wired) stuck on connecting to assisting product during install

I am installing a nest wired doorbell.  I have 20vac at the doorbell, the light is blue, but the app is just stuck on the connecting step.  I've tried restarting my phone, the router, and power cycling the doorbell. nothing is working.
