Hello,
I have an indoor wired Nest camera
I replaced my router with my ISP's new one, and I don't have access to the old one, as I had to send it back. When I came to change the WiFi network of the camera, it won't go into the setup mode with the blue light. I turned it off for a long while, turned it on and it goes from white to solid green, as if it is still connected to the old router that isn't plugged in.
It fails the setup on the home app claiming that the camera should be plugged in and connected to the same network
As a result, the camera just can't be set up again. All I wanted to do was change network. Any way of fixing this?

Turns out that there is a tiny hole under the head of the camera, which can be used for a factory reset. That solved the issue

I had this issue recently and i thought it was dead but after a power cycle and a few days it seemed to have timed out and reset itself to the blue pulsing light for setup again. Hope this works for you.
