Scanning the product code takes you to first gen instructions. Waste an hour wondering why the bell fob has only two wires. (wrong instructions for 2nd gen)
OK, found it. All is wired, the small blue light is lit. Nest sends you to Google Home, Home sends you back to Nest. Another hour wasted. “Add a device” finds nothing.
The doorbell does not ring with the button, it does if I go back to the standard button.
Checking here, also useless. Robo answers never work. Help!

If you are trying to install the 2nd Gen Google Nest Doorbell, you need to use the Google Home app.
If you are not on the latest version of the Google Home app, the install process may incorrectly send you back to the Google Nest app; there have been several posts on this in the past.

P.S. If your doorbell chime is not ringing, several customers in this forum have reported defective 2-wire "chime pucks" for the 2nd Gen Google Nest Doorbell, causing the indoor doorbell chime to not ring:
