Wired Nest Doorbell not working

Following a winter-weather power outage, my 4 year-old Nest Wired Doorbell has quit working.  Power at transformer is 29 volts, 24.3 at doorbell.  No lights, no camera, no action.

Is the unit fried?

The Nest Hello doorbells have an internal doorbell. (I didn't know that until recently.) This old thread on Reddit reports some people having success with taking the doorbell inside and charging it through its mini-USB port: https://www.reddit.com/r/Nest/comments/ef2pcl/nest_hello_offline_after_a_power_outage/
