doorbell,camera can't be downloaded to my new phone, message tells me the camera is tied to another

cannot download camera to new phone. i get a message that the doorbell is tied to another account. i replaced my old phone with a newer one.

You do NOT "download" or re-install your Google Nest devices when you get a new phone.

You simply log into the Google Home app on your new phone using the same Google Account you were using on your old phone.
