wired nest doorbell will randomly turn on chime and then chime stays on.

I recently bought a nest wired doorbell.  installed it as per recomendations and it installed fine except the inside mechanical chime would not sound.    After reading this forum i found a resolution that if you turn on and off chime duration it would work.  so I did and it worked.  fast forward a couple hours and now the chime will sound as it would if you pushed the doorbell and held it (old one)  I surmised there was a short possibly and rechecked and shortened all the exposed copper so this was not a possibility.  again the chime went off(on) and stayed on as if there were a short.    there is no short.  The transformer is a 16v transformer reading 19.9v consistently.  there is very minimal drop in voltage (less than .5v) when opperating other items on that circuit.  it is wired correctly and a consistant 19.8 volts at the chime.

Any help would be appreciated.
