I have not been able to cast Chrome from my Surfacebook.
I am able to cast Chrome from my work MacBook, my Galaxy Tablet, and my Android.
It says that my version of Chrome on my Surfacebook is up to date (Version 95.0.4638.69 (Official Build) (64-bit)).
Please help!

You need the Chromecast or Google Cast extension installed on Chrome.

I did that and it still won't work. When I click on the icon, it says "No devices found."

Are your Chromecast and Surfacebook connected to the same WiFi network?
Check your WiFi router settings and disable AP isolation.

They are on the same wifi network. How do I disable AP isolation?

In order to disable AP isolation you have to acces your WiFi router settings interface.

I am the least tech-savy human. How do I go about accessing the router settings?

Depending on your vrouter model, you can access the router settings through a manufacturer provided application on your phone or via the web browser.
Study you router's user manual.
Can you provide more information about your router model?

No problem!
For now, I would check out this article called Learn more: No devices found. Go ahead and follow the troubleshooting steps listed in that article, then if you get stuck on a step, or you run into any issues, let use know.
Best regards,
