Setup requires a mobile device and the Home app, but you can cast a Chrome tab to your Chromecast:

In what sense? Google stopped supporting setup from a computer years ago, which aligns with how all Home and Nest devices are setup, using a mobile device.

No a Chromecast device can not be installed from an Apple laptop or desktop PC.
