Ok so basically, whenever a Chromecast is connected to one television, but the home meaning (Address of WiFi & multiple Chromecast devices) has other members connected to their devices inside of their rooms but, the device originally named in the Google home app from each user of Chromecast devices are still the same and discoverable as the original name given from the user of that specific device, and one Chromecast device which has an original name given for that device is no longer discoverable on the home app for the original Gmail account and home app used regularly. Yet, the other Chromecast device is discoverable on my phone and it was never connected to my device (cellular phone) . Is their any way of tracking my Chromecast device, since it was connected to my Gmail account and home app?

Welcome to the Google Chromecast Community Forum! If I read your post correctly, are you saying that one of your Chromecast devices is not on the Google Home app, but you are still able to cast from your phone? If that's the case, you may just need to factory reset that Chromecast device, and re-set it up again using the Google Home app.
As for your phone seeing the Chromecast, that would be because they are both on the same Wi-Fi network, so you are able to cast to it, even if it isn't on your Google Home app.
