Google does not suggest using the USB ports on your computer to power your Chromecast device.
Most of those ports are designed to just read memory sticks and do not supply enough power to run the small computer and WiFi radios that are in a Chromecast device.
Also, most TVs turn off those ports when you power down the TV. That also turns off a Chromecast connected to the port and your Chromecast will not be able to quietly get updates when you aren't using it.
