My Google Chromecast with Google TV is running Android Q (10) and I want to integrate it into my home automation system which is possible (https://www.home-assistant.io/integrations/androidtv/)
However the stick needs to run Android 9 as Android 10 has introduced a SELinux policy that stops certain commands from being executed.
How can I downgrade my stick to Android 9?

The short answer is you can't, there is no way to downgrade unfortunately.

Thanks @David_K Not what I wanted to hear as this renders this device useless in my household. While I understand the formal answer there should be a backdoor way as I'm sure Google would hold this image on android.com. What do you think?

Yeah I agree it's not great for your case, but if I add a few words to my previous reply it would be there is no user accessible way to downgrade I'm afraid. Google isn't going to provide that detail if it's even possible.
