Google chrome cast and mobile phone

Good morning!

Please, I would like to buy the Google chrome cast, so that I can transmit the image from my mobile phone and tablet to an old 40 ”TV.

Question: can I use this device to view whatever I choose, or are there any restrictions? Apart from youtube and netflix, I would like to broadcast many other things, website promotion, movies and much more.

The best way to cast is to use a cast-enabled app (like YouTube or Netflix).  There are literally thousands and thousands of cast enabled apps.  All of the major movies services (and a lot of the minor ones) have made their apps work with Chromecast devices.

But, some apps are not enabled.  On an Android phone or tablet, you can also try screen mirroring:

While this works MOST of the time, it does not work ALL of the time.  And the quality is not as good.  Unfortunately, they only way to know if it works or not is to try it.
