Thanks for reaching out. You may use a mobile hotspot to set up and use your Chromecast. In order to complete the setup for Chromecast using a mobile hotspot, you will need to have two devices. One to behave as the router (one with Hotspot enabled) and the other as the setup device. This is because most devices won’t allow both Wi-Fi and mobile hotspot to work at the same time, so a second mobile device is needed to complete the steps to setup Chromecast using the Google Home app.
Note: Hotspot may or may not work with Chromecast.

I used my tablet to connect to my phones hotspot, setup chromecast using the tablet and Google Home app....now that I have a new phone I can't setup the chromecast again....it keeps stopping at the internet connection setup for the chromecast, stating it can't communicate.

Sorry for the late response. To confirm, are you using the new phone to set up the Chromecast or you're using its mobile hotspot to connect your Chromecast? If you are connecting the Chromecast to a mobile hotspot available on your new phone, please uninstall and reinstall the Google Home app and restart your setup device. Also, please reset your Chromecast and do the set up again.

Still not working, I did as suggested, uninstalled Google Home, did the factory reset with the button until the light turned white, unplugged the power cable for about 10 minutes. The tablet connects to the Chromecast and I get the 4 letter/number code which I verify and then the installation goes to setting up the wifi on the Chromecast and it keeps saying it has lost or has no connection to the Chromecast. I have tried both the automatic setup and manually entering the wifi information as well.

If you take a look at this article, Mobile Hotspots are not technically an approved network type for Google Nest products. The Mobile Hotspot seems to vary heavily from device to device, some devices work great with the Chromecast, while others don't work at all. Some users found success using one device as the Mobile Hotspot, and another device to do the actual casting, but this is a work-around and not an approved Google set-up.

Maybe you should look into fixing that so that cellphone hotspot can be used?
Maybe you should look into making it so the device either connect thru Bluetooth and/or just stream directly instead of using Wifi?
I have a different streaming device that doesn't use Wifi and is great because when I go to a hotel with restricted internet and connections and/or in this case using my phones hotspot at least I can connect then.
Only reason I am using the Chromecast here (will never buy another for myself because of the horrid connection issues) is because my wife is in the hospital and that is all we have to connect to the TV.

Please note that the hospital's IT staff can't get these POS to connect to their wifi either, I figure I was lucky to get it to connect to my previous phone's hotspot...not sure how you can release a product with so many damning connection issues.
They are a waste of money as far as I am concerned, never know if they are going to work or not!!
