Device triggers working incorrectly

Hi,

 
I just implemented a device trigger routine to shut off all lights, when one specific light in the room is switched off. Maybe I am understanding something wrong. 
 
My routine is triggered, when a device gets turned off. The actions are to turn off a few other bulbs and play a bell sound on a nest hub.
 
The routine is triggered correctly and playing the bell sound works just fine. However, the lights won't turn off. They stay on until I turn the trigger light on again. Then the desired devices turn off. The routine is triggered at the right time, but the lights only turn off, when the trigger device is turned on again.
 
Why? Is this somehow a desired behaviour? Or is this the fault of IKEA Tradfri (all my bulbs are from them)?

Update: I tried it again today without changin anything. It magically works now, it seems to be fixed.
