Thanks for reaching out to the Google Nest Community Forum. I'd be happy to take a look at this.
I know it's been awhile; have you tried creating your new Community profile using the same email? It usually gives you this message if you delete your account and try to reuse the same account credential over and over again. Since it's been over 24 hours since the last refresh, please try creating another account profile and let me know if it works this time.
