I've got a smart speaker (Harman-Kardon Citation 700) and I'm trying to use it set alarms. When I say "set alarm to 9", it responds right away that the alarm is set, but the time is off by two hours regardless of what I want. E.g. if I want it to be 8, it's setting it to 10 (and it does say 10, not 8).
The location is set for the speaker and it's in the correct time zone.

Same issue that just appeared last night. Something is screwy on Google's end. To get it to work, add your time zone to the end. Example: set an alarm for tomorrow at 5AM Eastern Standard Time.

I've tried that and it's setting the alarm off by 3 hours 😅 Not that it's convenient at all.

My devices are insignia and can’t seem to be updated

I also have an insignia...this seems only to be affecting 3rd party speakers. adding your time zone does not fix the problem? If i say "set an alarm for 5am eastern standard time", it works. if i omit "eastern standard time", the time is not correct.
