I just moved into a new home which already has a Next doorbell and camera. The device is attached to the dwelling to a point that I am unable to look on the back for the code to access it. Is there a way to get a code or have the device reset?

The devices should come off their brackets pretty quickly. (There are some good Youtube video's about this topic).

It is mounted to the brick wall. Like with paint or something. I can’t remove it.

Unless the previous owner coated the mounting bracket with paint or caulk, you should still be able to remove the doorbell.
The video below, at about 6:10, shows how the Google Nest Hello Doorbell is mounted and dismounted. You can insert a paperclip in the small hole in the bottom of the mounting bracket:

The video below, at about 8:10, shows how the 2nd Gen Google Nest Doorbell is mounted and dismounted. You can remove the doorbell with an Allen wrench inserted in the top of the mounting bracket.

You need either the QR code or the 6-character Setup Code printed on the camera/doorbell or its base. The newer cameras come with the QR code on a sticker on the face of the camera.
You will also need to do a factory reset on the camera and doorbell to clear out Wi-Fi and account settings (do the factory reset, not the restart: https://support.google.com/googlenest/answer/9252162).
Sometimes this does not clear out the previous account info if the previous owner hasn't also removed the devices from their account in the Google Nest app or Google Home app. If this happens, Google Nest Community Specialists have sometimes suggested unplugging the devices for a full 48 hours to force a factory reset, though that doesn't always work either.
