Are your cameras and doorbells in the same Google Nest "home/structure" as your Nest Aware subscription, and on the same Google Account?
If you have 2nd gen Google Nest cameras and doorbells, if you go to Settings | Video | Video history, what option is selected?

Can you just give this person your phone number. It’s obvious that Google is making Millions off of fraudulent charges and making it difficult to rectify issues. This individual has paid for a service and is not receiving it. This has class action lawsuit written all over it.

I am just another Google Nest customer, but from the original post, I could not determine what the cause was, so I made a couple of suggestions.
Google Nest does not publish any Support number. To contact Support:
1. Go to https://support.google.com/googlenest/gethelp.
2. Select a category/product family, and type in a brief description of the issue, then click "Next".
3. Click "Other", then click "Next step".
4. Under "Resources", just click "Next step". (Clicking one of the listed links will bring up a Help page.)
5. Under "Contact options", choose to get a phone call or chat with the team, depending on availability in your country.
