Nest Protect Warranty forms always "not working right now"

Anyone know how to file a warranty claim outside of the "submit a form" that DOESN'T WORK, EVER?  My smoke alarm is faulty and has lots of warranty left but Google is making it impossible to exchange.  I'm not even asking for a refund, just a replacement.  Ideas and help welcome!

What is the link you are using and what is your region? That may help them get you the correct form.

Thanks for your response!  I'm using this link https://support.google.com/googlenest/contact/warranty_nest?sjid=13209341209623104014-NC and my region is Southern California.
