I live in a Condo in downtown Toronto and currently AC isn't working for some reason. The air coming out (tested with a thermostat) is equivalent to the temperature of the suite (27C-28C)
the building utilizes central heating/cooling and recently have told the tenants that the changeover, to cooling, has been complete and operational
I don't know what type of system i have (conventional, heat pump, 4 pipe fan coil, 2 pipe fan coil)
I have attached a diagram.
Can anybody help on how I should wire it?
I have The Nest Learning Thermostat 3rd gen (the blue level is on top of the ring)

Can you post a picture of the original thermostat's wiring?
Going by that wiring diagram it looks like all you need to do is move the wire in the W1 terminal to the Y terminal.
When you had the original thermostat installed, did you have to move any wires on it? If not, what did you have to do to change from heating to cooling

Google Nest learn thermostat is the only thermostat when I moved in but it isn’t wired.
The condo management told us to change to Cool mode on the thermostat
Do I just leave the yellow wire unwired? And move the brown wire to Y terminal?

I'm not sure what you mean by "isn't wired?
I suggest asking for clarification from the condo management.

We have contacted condo management again but yet to get a reply…
I believe they still have issues with the BAS during changeover, they mentioned before that they’re having issues with their BAS and tried to bypass it yet still had issues after several attempts.
Their latest response was that it works and told me to contact google for support, yet I see many units with windows open (from the outside) and I also hear their main doors slamming when closing (meaning their windows are open).
At this point I think all I can do is wait for a reply… or possibly buy an portable air conditioner…

I have contacted google chat support for the learning thermostat and went through trouble shooting to discover that the wiring was correct, and the thermostat/baseboard is functional…
interestingly enough although the building told us they shut off heating awhile ago (mid may), the heating still works (air blown out of vent is 28C). When I swapped the orange wire to Y1, from W1, and enable cooling, it still blew hot air of 28C. The google support person told me it’s likely an issue with the central HVAC system.
Later today I got an email from building management that they are having issues with their BAS (I’m guessing Building Automation System)… and the central chillers are down…
It’s quite a frustrating situation…. We were told several times it worked fine…

I understand how you feel and thanks for sharing. The good thing is you've established that there's nothing wrong with your thermostat and your wiring. Hopefully your building management will sort out their BAS at the soonest possible time so that you'll have a working AC.
