Cannot get beyond m15 error when adding second Nest Thermostat to Network

The first Nest Learning thermostat set up without problems. However the second one consistently fails with the “cannot be added to my account error. “

The suggested fix of resetting the device simply leads to repeated m15 errors each time I try to set it up again. How can I get past this?

Hi Jake, 
    Thanks for following up. After 4 unsuccessful attempts to setup the second thermostat, I eventually deleted the first thermostat from my account and took it offline. Then, with the second thermostat offline (so it couldn't automatically setup my WiFi), the second thermostat successfully completed setup without WiFi.

    Then, with the thermostat setup complete, except for WiFi, I manually entered the WiFi SSID and password. The second thermostat went online, downloaded and installed a firmware update. After it rebooted and seemed to be operational, I then reconnected the first thermostat and powered it up. After all that, both are working correctly and both appearing on my account.
