Condenser comes on sometimes while heat pump is on

I've noticed that sometimes when my heat pump is on, that the outside condenser unit will turn on.


It's a relatively rare phenomenon, but to turn it off I have to switch the unit into cooling mode, set the target temperature below the current temperature for maybe 10 seconds, and then turn it back above the current temp. Afterwards I can switch the Nest back to heat only mode.


If I leave it alone it will just keep running.
