I have changed my phone number and cannot log in to Nest app. I am trying to either migrate my account to google or keep it on the Nest app, either way it tries to send a code to my old phone number.

Unfortunately, Google Nest provides just one way for customers to change phone numbers when they have two-factor authentication AND have NOT migrated their Nest Account to a Google Account:
"If you plan to get a new phone number and stop using your old one, you should turn off 2-step verification before you deactivate your old line. Then you can turn 2- step notification back on with your new number." [emphasis added]

If you HAVE migrated and are using a Google Account, Google allows for additional means for updating your two-factor authentication phone number, but that doesn't help you right now, since you haven't migrated:
