Control devices with PC

Hello, is there any way to control devices with my PC? A browser page or a windows app.

I'm talking about third part devices (*not NEST devices*) that I find in my Android Google Home app

No I'm afraid. Only Google Nest or Google Home devices can be managed using home.nest.com or home.google.com.
