Cool is on but not cooling

Hello. For the last few days the upstairs Nest Thermostat has been set to cool but it’s stuck at 92F and won’t budge. It ran for 13 hours which is not normal. The downstairs Nest is working fine. I thought it was the filters so changed both a large and small filter upstairs but the problem persisted. I’ve had the Nest thermostat for about 6 years. Please help.

• Could you help me tell me what type of system you have? (Heat Pump or conventional type)
• Did you recently experience a brownout or blackout?
• Did your utility company install a box on your HVAC system that turns the system off during high demand (peak) times to save energy? 
• Do you see a power error code on your thermostat?

This information will be very useful to determine the reason for this situation. I appreciate your response in advance.
