Cooling just not able to configu

Are you saying that the thermostat is in cooling mode,  however the AC system is not cooling the house?  The NEST thermostat has multiple temperature sensors to be more accurate.  The location of the thermostat is the point or area that the ambient air temperature is set. That is what thermostats are always placed near the point of air return.
