Energy Rush Hour program and thermostat locks

My Nest thermostat is in a rental house environment. During the summer, I lock the baseline cooling temperature at 70 degrees. I noticed today, after an Energy Rush Hour notification (participating in the program through Eversource) that one of my zones (which the tenant had set at 70) was pre-cooling the zone (before the Rush Hour began) at 68 degrees. I can now liberally lower the cooling temp down to 50-something degrees in the app without being stopped by the Lock. So, 2-part question:

 

1) Don't I remember correctly that that LOCK works the same whether you are standing in front of the thermostat (pressing the ring) or using the app? Or, if you are the account holder and using the app, can you simply adjust the temperature outside the lock range, without first UNLOCKING?

 

2) Is it a KNOWN BEHAVIOR that the Rush Hour program OVERRIDES the Nest locked temperature range? And should I expect my locked temperature range to magically re-appear and be functional again at the end of this Rush Hour period?

 

To summarize: my app tells me I am in LOCKED mode, yet I am able to adjust the cooling temp way below my locked temperature range. Is Rush Hour overriding my lock, and will it be automatically re-installed when Rush Hour is over?
