Get E89 wiring report, Y2 wire without Y1 wire

Get  the following wire report: E89 wiring report, Y2 wire without Y1 wire. From online search, it suggested to connect spare wire (blue) to C, still get the same wiring report and the attached infor.  Any suggestion? Thanks.
