Heat pump kicking my butt

Hey everyone. This nest thermostats and my system is kicking my butt. I have installed nest learning on previous homes without issue. This home is all electric and has a heat pump and central AC. One nest thermostat upstairs and one downstairs. So two separate units outside. I turn on the heat and the heat pump outside (smaller unit) kicks on and heats the home. When I turn on the “cool” ac setting the heat pump comes on and the AC unit doesn’t turn on. What am I doing wrong here? Any help would be appreciated!

I'm sorry to hear about that situation with your Nest Thermostat. No worries, help is here!.  To help us get a better picture of what's happening, do you mind sharing a photo? I'd need a photo of your current wiring and another one of your previous thermostat's wiring (only if you had one).
