Heating continuously on, boiler checked and no valve issues. What could be the issue?

Hi,

 

I have a Nest learning thermostat in a rental house but the heating is continuously on. The thermostat is reading 27 degrees c currently! I think perhaps there’s an issue with the heat link itself as the boiler has been checked and is fine (originally through it was a valve issue). Is there an issue with heat links that causes this? Do I need to restart the system? What else could it be? Any and all help greatly appreciated!
