When I set the desired thermostat temp much lower than measured temperature, the Nest is NOT in heat mode but heat will be blowing from the fancoil. For my condo fancoil the fan is always on as part of building circulation. The heat blowing when the Nest is off, is not as strong as when I intentionally turn the heat on, but it definitely is warm.
I think I have wired everything correctly. I read in the pro installer guide that this issue may be caused by false heat call (outlined below) but I have a C wire directly hooked up to the Nest already.
"The heat call is detected by the controller board when the W wire is shorted to the R wire, which causes the 24V AC voltage to be detected. When the Nest thermostat is taking power, a small voltage is generated between W and C (typically less than 8 volts) which can cause a false heat call in a small number of systems.
The addition of a 220 Ohm resistor at the furnace provides another current path to the thermostat, which reduces the voltage input at the detect circuit to prevent false heat calls.
Would appreciate any help as maybe it is a setting or other wiring issue? I've attached old thermosat wiring photo and nest wiring.

It appears that you have a multi-speed fan controls. Since your system has more than one fan wire, you should contact a Nest Pro to have your Nest thermostat configured. Incorrect installation settings can damage your system, your Nest thermostat or both. Some systems that need to be installed by a Nest Pro include systems with G2 and G3 wires.
