Heating temperature control fluctuations

Hi, I control my heating using the Nest app and also the control unit using WiFi. I do not use Auto schedule.  I have the required temperature set in the schedule. During daytime it is set at 17degrees as the control unit is located in the hallway ( we have an open fire in the living room. However the system continually resets to a target temperature of 19.5 degrees. No matter how many times I reset it using the app or on the control unit, it very quickly resets itself to 19.5.
