The best way to do that is to contact the Google Nest support team directly:

If it's in reference to an existing case you have, be sure to provide the case reference when contacting support.

Hi. Do I just ask for a supervisor or something? The reason why I ask, is because I'd be calling the support team that I'm looking to file a complaint against... As you can imagine, one might not find that very effective.

Sure, you can absolutely do that. If not, they will advise you of the process you need to follow.
