Keep getting M15 error even after resets on 2nd thermostat.

I just purchase 2 new Nest Gen 3 thermostats.  I installed the first one upstairs with no issue.  When installing the second one I keep getting the "Not added to your account" M15 error.  I've reset multiple times, but no dice.  I'm able to connect the thermostat manually to my wifi without issue.  Why can't I get this second one to connect when the first one worked just fine?

Thanks for reaching out. Sorry for the late reply. Can you tell me which country you're located in?

I was able to fix the problem by resetting my modem then re-pairing the thermostat.
