My nest thermostat displays the outside temp about 10° less than actual temperature. I live in a hot climate. I accurately entered my - Nest always displays 10° less. I believe this is effecting my systems cooling abilities. Is this “off-set” tricking my system to improperly “save energy?” I awake at 3am in order to lower my temp just to get proper sleep

There is no outside temperature hardware for your thermostat. Nest reports an outside temperature associated with your zip code. I have no idea what service is providing that data, and I don't think you can change what it says. So your particular microclimate is hotter than your zip code.
The outside temperature shouldn't affect how your nest works. If you have to change the temperature in the middle of the night, you should check your scheduled temperature changes to make sure your setpoint isn't moving up to an uncomfortable temperature.

It’s probably going on ECO mode because there is no movement in front of the nest for a period of time. At 3am, does it say ECO? You should check your schedule too to make sure you don’t have an erroneous temperature in the middle of the night.
