Nest 1.4 countdown

My nest 1.4 thermostat will come on, start cooling for a few minutes, stop cooling and start a 1.5 minute countdown to when it will start again. After 1.5 minutes it will start again and cool for another few minutes only to stop and countdown again. After a few cycles like this, it will come on and operate normally. Why is it doing this?
