I'm not sure what you mean by "off position".  If you mean that the Nest is in Off Mode, then it's not going to turn itself on at all.  If you want it to be able to call for heat or AC, you have to select the applicable mode.  See this article describing the modes:  https://support.google.com/googlenest/answer/9247301

However, what I just wrote isn't exactly true; it's an over-simplification.  The Nest has a feature called Safety Temperature.  In Settings, you can specify the temperature at which the Nest will tell your heating system to run, even if the Nest is in Off Mode.  See explanation here:   https://support.google.com/googlenest/answer/9249790?hl=en&ref_topic=9361874#zippy=
