Nest Thermostat doesn't work at all when internet is out

Every time our internet goes out the thermostat either starts cooling to 65 or becomes completely unresponsive and we have to unplug and turn on, and a few minutes later it goes out again. I have never had these issues before, our old nest simply worked as a manuel thermostat if anything went out. What is wrong with this thing??
