Nest Thermostat not Heating

I'm having issues with the Nest Thermostat noting turning on the heater. I have connected all the wires following the instructions. The wiring details says it's connect to W(P)-R. What am I missing?

Compatibility of your system and an incorrect configuration might be the possible reasons. To isolate, can you share with us your old thermostat's wiring setup? From what country are you posting? Also, tell us the make and model of your heater.
